Last week Governor Cuomo announced that he would not sign a state budget that did not include a legislative ethics reform plan.

Legislative Director of the New York Public Interest Research Group, Blair Horner says that tying the budget to ethics reform is an effective legislative tactic. Horner agrees on Cuomo's call for full disclosure of all outside income for legislators, but questions why the Governor has made no mention of ethics oversight. Horner says he's unsure whether or not the Governor will make these things happen.

Blair Horner says," New Yorkers have a right to be skeptical as to whether or not this will lead to truly meaningful reform or not but hope springs eternal."

The finalized New York State budget is due on April 1st.
